a4 Ra3 is actually good!!

I can't find this move order in my opening books.
What is the name of this opening and what is its ECO classification?

This one is so much better for White, if a player likes uncommon openings:

1. e4 e5 2. Nf3 Nc6 3. Nc3 Nf6 4. Rb1 (Bb4). Brandon Jacobson's "wandering Rook" concept remains employed out there.

-0.1 evaluation in comparison with -2.4 for the original.

There's a variety of other ways to relocate a Rook on the first 8-9 moves while retaining -0.1 difference in assessment of position. :-)
Of course a4+Ra3 is a bad opening ... but ... as long as there are many pawns on the board and no open lines for the rooks you can get positions in which the lack of the bishop on the black squares can be more important than being down an exchange.

Carlsen played it recently in a series of titled tuesday blitz games ... and in blitz it may have a right to exist.
