Why is there no option to simply cancel a game?

My opponent who had a lower rating than me offered me a draw two times right after we had started the game, so I assumed he had to go and I accepted the draw, even though I was not in a disadvantageous situation, neither did I have less material nor a worse position. So why do I get punished by losing 60 points in my rating for my opponent's mistake to start a game even though he obviously had no time to play it?

There should be a new rule, namely that it is not the person with the higher rating who loses the points in case of a draw, but the person who has asked for it.
This points will be perfectly negligible in the long run, when you have a stable rating ;)

but I am 2200 and i over a draw to a 2500 should my rating go down? no only up because i drew a better opponent. and this could like give me like +10 rating this is not cheating but just offering a draw.lets say we play a lot of games. and I offer the draw

If your opponent really has to go, and it's fairly early into the game, you can undo the first few moves and then abort.
I understand your problem, but your solution won't work. Because if you're in a completely equal position, the one that offers the draw would lose rating points, meaning the draw button is totally useless.

I think a better option would be to leave the abort option in the game, even after the game has started. However, it would have to be clicked by both players in order to abort it. Otherwise, you'd just be able to abort a game in a losing position, so you don't lose any rating points.
Once a game has started, both players are committed to it. Unless both sides agree and roll back to the start by using many takebacks, games shouldn't be adjourned under normal circumstances - this is a design decision, a draw isn't meant to replace that.

In any case, if my opponent needs to go urgently, I would give them the decision to either resign or just go ahead and have them try to return in time before their clock runs down to zero, while promising them that I wouldn't claim a victory by disconnection. It's the best I can do given a scenario like that.
